fix(collaboration): require task dispatch and improve Windows diagnostics

• Require tracked subtasks for Worker participation in on-demand rooms and reject ordinary Manager mentions without task scope.
• Avoid duplicate mentions when message content already includes the selected participant.
• Collect the last six hours of work, related Agent configuration, and saved runtime sessions in Windows diagnostics, with credential redaction and a collection manifest that reports missing or truncated data.
