In Update to .NET 10 we made Halibut build and test with the net10 toolchain, and target the
net10.0framework.However, Tentacle is still on
net8.0and so cannot consume the new version. Upgrading it may require further time.So that we can continue using Halibut from Tentacle, this PR changes the library back to targeting
net8.0(this simply says that 8 is the minimum required dotnet version, not that people have to be on .net 8)Tests and toolchain are still
net10.0and there is no dependency on the .NET 8 or older SDK's.
