Fix dead contributor link failing Link Check on develop - #1332

LiQing's GitHub account (qinxwew) no longer exists: the profile and their issues return 404, so every Link Check run on develop fails on the two identical link targets. Keep the attribution and point it at the repository's own search for their contributions; drop the duplicate target definition.

Every Link Check run on develop fails with:
LiQing's account no longer exists (profile 404; their issues are hidden too), so the two identical
.. _LiQing:targets in the changelog are dead. This keeps the attribution, points it at the repository's own search for their contributions (a target the checker's config excludes, so it cannot flake), and drops the duplicate target definition. No other file references the account.
