Starting with NCO 5.4.2 (not yet released), the synonymous -C and --clm_flg options to ncremap are deprecated in favor of --mpa_flg. The old options will keep working until at least E3SMU-1.15 and will then be dropped.

This PR:

  • Raises the minimum NCO version to 5.4.2 in dev-spec.txt and ci/recipe/meta.yaml
  • Replaces -C with --mpa_flg in pyremap/remapper/ncremap.py (used when remapping from MPAS meshes with replace_mpas_fill=False)

This is a draft until NCO 5.4.2 is released and available on conda-forge; CI is expected to fail to resolve the environment until then.

This is needed for the new `--mpa_flg` option to `ncremap`, which
replaces the deprecated `-C`/`--clm_flg` option.
