Open Android app after installation

Summary

• add a small launch-app actor that opens the selected package's MAIN/LAUNCHER activity on the selected device
• have the verification skill run it after installation and before asking the developer to sign in or allow notifications
• preserve the human boundary: no taps, typing, sign-in, key events, or permission grants
• add a workspace shim and offline coverage for success and refusal states

Testing

• tests/launch-app.sh
• tests/no-bare-commands.sh
• make test
  • all shell suites passed, including the new launcher suite
  • 442 checks passed overall
  • the three existing environment-sensitive interactive failures remained: iterable-part.exp, menu-pick.exp, and wizard-decline.exp

The plugin version is intentionally not changed here; the post-merge version workflow will bump it automatically.
