chore: build with Atom 4.0.0 and RepoUtils 2.0.0 - #35

Move the _atom build tooling to Invex.Atom.Module.* 4.0.0 (GithubWorkflows is now spelled GitHubWorkflows) and Invex.RepoUtils.* 2.0.0, and follow Atom 4's GitHub/MacOS renames in _atom. The analyzer and TestUtils references move to 2.0.0 too. Build and test tooling only; the shipped package is unchanged and generated workflows are identical. Before: the
_atombuild uses Atom modules 3.7.0 and Invex.RepoUtils.Atom.Module 1.9.0, and the library and tests use RepoUtils PublicApiAnalyzers/TestUtils 1.9.0.After: all of them use the stable Atom 4.0.0 and RepoUtils 2.0.0 releases.
This changes build and test tooling only. The analyzer is
PrivateAssets=all, so the shipped package is unchanged, and the generated workflows are identical.How:
