fix: share BLS envelope compatibility checks - #3760

Move legacy BLS envelope type handling into the shared validator so key generation and registration checks accept the CLI spelling typo consistently for versions up to 11.3.0.0. Remove the test-local wrapper and use the shared helper directly. Document the compatibility cutoff while retaining strict checks for envelope descriptions and key lengths.
