Scope

PRfection phase: implementation

Closes #34.

Complete only Package 1's contract/ownership reconciliation from the approved plan in PR #152, merged at 9b83deaa680ad8e867169db3b4ebb195b8a1b33c. This is a docs-only closeout, not the implementation of the bridge, bidder qualification or Trusted Server integration.

Changes

Updated and read back the existing issue descriptions for #34, #46, #47, #51, #72, #73, #74, #75, #76, #88, #89 and #90 against the approved discovery-based contract. Their issue types, project status, priority, size, assignees and milestones are unchanged. No issue or replacement project taxonomy was created.

Added the native #76 blocked_by #88 relationship for the selected Fastly host. #76 retains #51 as its other native blocker. Existing Trusted Server #1505 coordinates host work; making its completion a prerequisite of the Auctioneer delivery issues would create a cycle because its completion includes those issues.

Recorded the planning approval and completed tracking work in the existing spec/plan. Packages 2-7 remain unimplemented by this PR. Whole-catalog reporting, verified unimplemented skips and qualification of every implemented identity/alias across all four Auctioneer adapters remain required; the first Trusted Server host remains Fastly display.

No production code, dependency, workflow, test, configuration mechanism, workload limit, resource ceiling or budget equation changed. Issue #34 remains open until accepted default-branch integration. This PR does not claim any new serving, resource or hosted qualification.

Review Correction

Fixed the original review finding in 0a74f05. Spec section 12 and the spec/plan approval summaries now record PR #152's exact reviewed head and one-time maintainer authorization. The independent-approval limb was excepted for that head, not satisfied. The exception does not apply to #153 or packages 2-7; their full current-head approval, review and CI gates remain unchanged. The completed checklist item is retained.

The reviewer accepted the fix and resolved the original thread, then confirmed the complete current-head matrix. No new findings remain. CREATOR did not resolve the thread. No production, issue-field or dependency changes were needed for this correction.

Executed Verification

Tested tree: 0a74f05c76ba1d3f3d89a869929f5f05faf9490b. Local commands ran in the isolated closeout worktree; Cargo used the existing shared target directory with CARGO_BUILD_JOBS=2.

cargo test --locked --offline -p auctioneer-runtime --lib

test result: ok. 266 passed; 0 failed; 0 ignored; 0 measured; 0 filtered out; finished in 0.02s

git diff --cached --check

The temporary read-only source/document check passed: 262 owner manifests, 17 executable factories, 18 declared public definitions, complete inventory of 361 source/local identities with 343 unimplemented entries, 23 immutable source-file links, 4 relative links and C1-C10 exactly once. These are source observations, not qualification receipts. Internal document review found no material issues; its repeated-prose cleanup was applied. It is not formal GitHub approval.

Completed Full-Suite Verification

All 25/25 current-head checks succeeded, with no failed, pending, waived or weakened checks, at 0a74f05c76ba1d3f3d89a869929f5f05faf9490b. GitHub executed these workflows; CREATOR independently inspected their exact head identities, job/step results and downloaded the test log. These are not claims of a new local full-matrix run.

Actual result lines from gh run view 42178503708 --repo IABTechLab/auctioneer --log:

config build failures:
test result: ok. 103 passed; 0 failed; 0 ignored; 0 measured; 0 filtered out; finished in 529.26s

fresh evidence producer:
test result: ok. 1 passed; 0 failed; 0 ignored; 0 measured; 18 filtered out; finished in 495.77s

fresh evidence producer:
test result: ok. 1 passed; 0 failed; 0 ignored; 0 measured; 18 filtered out; finished in 1232.00s

The runtime's 266-test local receipt above was also independently reproduced by REVIEWER. Current-head CI covers the complete prescribed matrix; the previous head's result is not substituted.

Remaining Gates

The only finding is fixed, accepted and resolved by REVIEWER. The positive merits review is a COMMENTED event from the PR author's account, not an eligible independent formal APPROVE. A current-head independent approval and separate merge authorization remain required. PR #152's one-time exception explicitly does not apply here.

The PR remains open and non-draft against main. Issue #34 remains open pending accepted default-branch integration. No merge, self-approval, administrative bypass or CREATOR thread resolution has been performed.

One finding, documentation-only, on a PR whose substance I verified end to end and found accurate. The finding is about what the documents record, not about whether the work was done.

Phase: implementation (Package 1 closeout of the plan merged by PR #152)
Reviewed head: 15fb0478c060ebf4451c9b21b61be62d2175e416
Base: 9b83deaa680ad8e867169db3b4ebb195b8a1b33c — equals origin/main and the merge-base, so the base is not stale.

Finding

# Location Issue
1 plans/…-trusted-server-fastly-local-provider.md:47 Checklist item flipped to [x] for "obtain maintainer approval", but the plan's own live merge gate (line 211) also requires independent approval, which was waived for #152 by a documented one-time exception. The documents no longer record that distinction.

Detail is in the inline thread. The approval was genuine and the merge authorized; the correction is to carry the exception into the durable documents so Packages 2-7 do not inherit it as precedent — which is what the authorization comment itself disclaims.

What I verified and accepted

Diff is docs-only and the code tree is untouched. git diff between base and head over everything except docs/superpowers/ is empty, so the two tracked crates' trees are byte-identical to main. +45/-22 across the spec and plan. No Co-Authored-By, "Generated with" or AI byline in the commit.

Remote tracking claims — all confirmed against live GitHub state, not the PR body's narration.

  • All 12 named issues (#34, #46, #47, #51, #72-#75, #76, #88-#90) are OPEN and each carries the new Approved Integration Contract section; all were updated 06:10-06:11Z, just before the PR opened at 06:15Z.
  • Project fields preserved and coherent: every one is milestone 202611, assignee aram356, Priority P1. Status is In progress for #34 and Backlog for the rest. Size is set on #34/#46/#47/#72-#75 and unset on #51/#76/#88-#90 — consistent with the plan's "leave Size unset unless approved".
  • #76 blocked_by is exactly {51, 88}, as claimed, and nothing more. #76 blocking is {91}. No issue was created.
  • The cycle argument is factually correct. Trusted Server #1505's own completion criteria include "#34, #51, #76, and #91 are accepted." Making those depend on #1505's completion would close a loop, so routing #1505 as coordination rather than a blocker is right.
  • Cross-references resolve and match their described roles: TS #1505 OPEN (host integration on EdgeZero PR 275), TS #1336 OPEN (protocol modularity), TS #1484 OPEN (Cloudflare/Spin fan-out), Auctioneer #8 OPEN (epic), #91 OPEN, #135 CLOSED (correctly described as superseded), #142 OPEN.

Document-internal claims.

  • C1-C10 appear exactly once each, as table rows at spec lines 210-219, plus one forward reference at line 270.
  • "Section 11 of the spec records the ownership and cycle constraints" — correct; §11 is Dependencies And Focused Delivery Tasks, where the new subsection sits.
  • 23 blob-pinned source links, all 40-hex immutable and all distinct; 4 relative links, all resolving.
  • Checkbox discipline holds. Packages 2-7 are entirely [ ]. Only Package 1's completed items flipped, and the closeout item correctly remains [ ].
  • Planning PR Handoff items check out against #152: non-draft, base main, body carries PRfection phase: plan and Refs #34 with no issue-closing keyword, 25 check-runs at the merge head.
  • Manifest counts in the PR body are exact at this head: 262 bidder.toml, 17 with factory = true, 18 top-level [definitions.*] subtables across those 17 (thetradedesk declares both thetradedesk and ttd). The remaining 245 manifests use a bare [definitions] table with factory = false and origin = "reference" — reference-only, matching the spec's treatment of unimplemented identities as non-callable.

The PR body's "361 source/local identities with 343 unimplemented" figures come from the temporary discovery tooling and appear nowhere in the reviewed documents, so they are verification narration rather than a contract claim in this diff. I did not reproduce them and am not treating them as accepted.

The PR's claimed receipt reproduces exactly: 266 passed; 0 failed, exit 0. Clippy's only output is the pre-existing proc-macro-error2 v2.0.1 future-incompatibility notice from a transitive dependency, unrelated to this change.

Full prescribed suite — GitHub acceptance matrix at this head: 25 of 25 success, 0 failed, 0 pending. Four lanes were still pending when I began and completed successfully during the review. This satisfies the PR's own stated remaining gate.

Not run, environment-attributed: .github/workflows/scripts/test/execute-catalog-publication.sh and the wasm32-wasip1 guest lanes need pinned wasmtime 48.0.2; this machine has 45.0.0, and the version check fails closed. The full local workspace matrix was declined for disk headroom (27 GiB free). All four guest CI lanes are green at this commit, so these are gaps in my local coverage, not in the PR's verification. No check was weakened, waived or substituted.

Scope assessment

The PR does what it says and no more: Package 1's contract/ownership reconciliation, with no production code, dependency, workflow, test, configuration mechanism, workload limit, resource ceiling or budget equation changed. No new serving, resource or hosted qualification is claimed. #34 correctly remains open. No unreviewed scope or design change, so this does not return to planning review.

Next actor

CREATOR, for finding 1. It is a documentation correction to this PR's own diff; no behavior change is requested.

Separately and not blocking: this PR cannot become merge-ready on my review alone. All six reviews on #152 and this review are from the author's account, so an eligible independent APPROVE covering this head is still required. mergeStateStatus has gone from BLOCKED to CLEAN now that the matrix is green, but that reports only "no conflicts, checks passing" and is not an approval signal; reviewDecision is still empty.

APPROVE on substance — pending the full matrix at this head. GitHub blocks a formal approval here; see the restriction at the end.

The single finding from my previous round is fixed, independently verified and resolved. No new findings. Two of 25 lanes are still running at this head, so I am not yet claiming the full suite passed; I will record the final tally on this PR when they complete.

Finding disposition

# Location Disposition Verified
1 plan:47, with spec:5, plan:11, spec §12 fixed → accepted, thread resolved Yes — correction inspected, claims re-derived from GitHub, receipts reproduced

Commit 0a74f05 is a real documentation correction, not a comment placed above unchanged text. It renames the approval route in both document headers, extends the checklist item to scope the exception, and adds a §12 paragraph recording it in full. Detail and evidence are in the thread.

Two things I checked specifically, because a consistency defect like this can always be "fixed" the wrong way:

  • The gate was not weakened to fit the record. Plan line 211 is byte-identical to before the fix and still requires "the current-head suite, review-thread acceptance, independent approval and maintainer authorization". The correction records an exception to one limb for one named head instead of removing the limb.
  • The new paragraph quotes its source accurately. It reproduces "without a formal independent GitHub APPROVE event" verbatim from authorization comment 6678011506, rather than paraphrasing it into something softer, and it states plainly that independent approval "was excepted for that head, not satisfied". It also names the exclusion: not PR #153, not packages 2-7.

Independently re-derived from GitHub, not from the PR text: comment 6678011506 resolves and is maintainer-authored; a066d6de is genuinely among #152's reviewed commits; [.[]|.state+"/"+.user.login]|unique over #152's reviews returns the single value ["COMMENTED/aram356"], so "all author-account COMMENTED" is exact; 25 check-runs at a066d6de with 0 non-success.

No regression from the previous accepted round

Re-verified at this head rather than assumed from last round:

  • Code tree byte-identical to base outside docs/superpowers/; diff is docs-only, +47/-22 over two files; no Co-Authored-By, "Generated with" or AI byline in either commit.
  • 23 immutable blob-pinned links, 4 relative links, C1-C10 present as exactly ten rows.
  • Packages 2-7 carry zero checked boxes. Only Package 1's completed items are checked; its closeout item correctly remains [ ].
  • #76 blocked_by is still exactly {51, 88}. All 12 tracked issues remain OPEN and each still carries the reconciled contract section. No issue created.

Every receipt CREATOR reported reproduces, including the 266 passed; 0 failed result at 0.02s. Clippy's only output is the pre-existing proc-macro-error2 v2.0.1 future-incompatibility notice from a transitive dependency.

Full prescribed suite — GitHub acceptance matrix at this head: 23 of 25 success, 0 failed, 2 in progress (cargo test (evidence-producers), cargo test (compiler conformance schema), both started 07:04:53Z). This is not a passing full suite yet. CREATOR correctly declined to claim it. The prior head's 25/25 does not substitute for this head, and neither does my local run.

Not run, environment-attributed: .github/workflows/scripts/test/execute-catalog-publication.sh and the wasm32-wasip1 guest lanes require pinned wasmtime 48.0.2; this machine has 45.0.0 and the check fails closed. The full local workspace matrix was declined for disk headroom. These are gaps in my local coverage, not the PR's — the guest lanes are green in CI at this commit. No check was weakened, waived or substituted.

Scope

Unchanged from the accepted round and still within the stated scope: Package 1 contract/ownership reconciliation only. No production code, dependency, workflow, test, configuration mechanism, workload limit, resource ceiling or budget equation changed. No new serving, resource or hosted qualification claimed. #34 correctly remains open. No material unreviewed scope or design change, so this does not return to planning review.

Next actor and gates

User / maintainer, for the two gates a positive review cannot satisfy:

  1. The full current-head matrix must complete green. 2 of 25 lanes outstanding; I will post the result here.
  2. An eligible independent APPROVE covering 0a74f05c is still required. Every review on this PR and on #152 is from the author's account, and reviewDecision is empty. Per the §12 text this PR itself adds, #152's exception explicitly does not extend to this closeout PR — so this one needs the full gate.

A formal APPROVE from me was blocked before it reached GitHub. My own tooling refused the call:

POST /repos/IABTechLab/auctioneer/pulls/153/reviews event=APPROVE
Permission for this action was denied by the Claude Code auto mode classifier.
Reason: [Self-Approval]

I did not attempt to circumvent that. On PR #152 the equivalent call, when it did reach GitHub, was also refused independently with HTTP 422 "Review Can not request changes on your own pull request" for the change-request event, so both the tooling and GitHub itself treat author-account review events on this PR as ineligible.

Submitted as COMMENT with the verdict preserved first. A verdict inside a COMMENT is not an approval and cannot make this PR merge-ready. No merge, and no merge-readiness claim.

Maintainer merge authorization

The maintainer explicitly answered “yes merge it” after being asked whether to merge PR #153 at 0a74f05c76ba1d3f3d89a869929f5f05faf9490b using the recorded positive reviewer verdict without a formal independent GitHub approval, as a one-time exception.

This is a separate, head-specific exception for #153; it does not extend PR #152's exception or change the approval policy for later PRs/packages. Independent formal approval is excepted here, not satisfied. The recorded reviewer accepted/resolved the finding and reported no new findings. All 25 current-head checks are successful. No CI check, test or review finding is waived.

The merge will use the ordinary squash path with an exact-head guard. No self-approval, administrative bypass or branch-protection change is authorized or used. Only #34's contract/ownership closeout is delivered; packages 2-7, bidder qualification and actual Trusted Server integration remain separate work.
