Adds contribution terms drafted by outside counsel so that contributions from non-members come with a patent license (or non-assert) as well as the existing CC BY 3.0 copyright license. Updates CONTRIBUTING.md section 6, adds a PR template checkbox that has contributors accept the terms, and points the README's submission language at CONTRIBUTING.md so the two don't conflict. Members remain under the IAB Tech Lab IPR Policy.
Open item before merging: confirm the contact email in the last paragraph of CONTRIBUTING.md section 6 (the draft uses support@iabtechlab.com, the address the README already lists). Shailley to confirm.
Note: the repo already had
