Adds drizzle-orm and the postgres (postgres.js) driver, plus drizzle-kit as a dev dependency for migrations.

Description
Installs Drizzle ORM and a Postgres driver so we can start building the database layer. Dependencies only, no schema, config, or code yet. Those will come in follow-up PRs to keep this one small.
