Branched off from #1772 as this build is proving problematic, so trying it in a stand-alone PR first.

drop libxc 7.0.0, which EESSI#1906 builds on its own

The libxc build runs out of memory at the parallelism the hooks on main use; EESSI#1906 builds it first with software-layer-scripts#337.

bot/software_layer_scripts_commit takes main's 66e4377c: with libxc in EESSI#1906 this PR no longer needs software-layer-scripts#337.
