Fix error seen in:

The 2 hooks apply a similar fix to the same issue seen with LLVM on older TCs:

By setting the optarch to armv8.2-a to disable SSE for the specific build (before the prepare_step where the TC compiler flags are applied) and switch it back to the original value after.

Manually tested on Deucalion with the same EC as in EESSI/software-layer#1829 for CoordgenLibs
