Address issue seen in:

A more proper fix would be understanding why our build container (it only happens inside of it) on Deucalion is giving WET-like behavior when selecting UTC as the timezone

Other notable things

  • when starting the build container on Deucalion i see the following warning
    bash: warning: setlocale: LC_ALL: cannot change locale (en_GB.UTF-8)
    which is not present on the AWS cluster
