Adds the closed UMF operation 0.2 expression algebra to the shared Rust compiler and PostgreSQL backend. A bounded same-row administrative update supports typed inputs, exact numeric arithmetic, strict NULL-propagating text concatenation, and conditional expressions. A private statement guard aborts on NULL results, nonfinite referenced numeric inputs, or lossy assignment. Comparison and IN literals obey their input Field’s logical domain without imposing native assignment widths. Operation 0.1 retains its semantics.
UMF owns declarations, Field meaning, and invariance across both retained migration sources. Weft validates the current bound model and lowers admitted expressions to PostgreSQL; the host retains identity, approval, connections, effects, and recovery. The schema remains pinned to immutable UMF commit 8a79d269e648f17ae1e24841ebc02b5f17020973. No Praxis changes.
Validation: 25 PostgreSQL compiler tests; 47 actual Chromium/native-WASM cases; 37 independent literal/domain cases; native PostgreSQL 18.6 migration, rollback, RLS, and recovery qualification; formal packaging of the selected macOS and two Linux wheels. These suites overlap and their counts are not additive. macOS functional evidence and Linux packaging evidence retain their separate scopes. Independent component and release-note reviews passed. Exact final-head source-defined CI passed all four jobs: compiler conformance, shared compiler, native operations, and graph conformance. The separately canceled duplicate push run is excluded from qualification.
Compiler freeze 7413c19 is preserved by metadata head 5d196ea. Metadata-only fixes repair preexisting release-note frontmatter and module ownership inventory. Final release approval, selected-artifact promotion, and fresh publication verification remain required. This PR must preserve compiler-source ancestry through an ordinary merge.
