feat(doctor): add Java toolchain check to concore doctor #630
Description
concore doctor currently checks C++, Python, Verilog, Octave, MATLAB, and Docker, but does not diagnose Java (javac) or Julia toolchains, even though concore supports both runtimes.
Adding detection and platform-specific install hints for Java and Julia to concore doctor will help users verify their environment readiness before running multi-language studies.
