ci(release): match code fences fully and fix re-run bases - #360
Follow-up to #359, from review comments on the same script in the other repos:
A code fence in the release text closes only on a line of its own, with the same character and at least as many; one that never closes runs to the end. Before, three backticks anywhere inside a block ended it, and a later #N got linked.
A re-run of an older version only looks at releases before it, so a newer release at the same commit can't empty its PR list.
JSDoc on the script's functions.
The script is the same as in the other repos, and its unit tests pass.

Bug Fixes
References inside fenced code blocks are no longer treated as links, including blocks that use backticks or tildes and fences that are left unclosed.
When a recorded release is rerun, releases completed at or after its timestamp are excluded from the eligible comparison points. Other releases at the same commit remain eligible.

- JSDoc on the script's functions.
The release script now excludes fenced code from reference linking and filters eligible base releases by the current release’s timestamp when that release has a record.
The script separates fenced code from prose before linking references. It supports backtick and tilde fences, up to three leading spaces, and unclosed fences through the end of input.
When the current version has a release record, base releases must have an earlier completion or creation time. The script still allows other versions at the same commit and excludes the current version.
Some fenced code samples in release notes may be modified when references are linked. The impact is limited to affected Markdown containers.

- Line 32: Update the fence detection used by linkReferences to recognize
opening and closing fenced-code markers prefixed by Markdown block quote
markers, including the quoted tilde-fence example. Preserve the enclosed text
unchanged so references inside quoted fenced code are not linked, while
retaining existing handling for unquoted fences.
