Follow-up to the relicensing under the GNU AGPL v3 or later. The short form of the sign-off rule in CONTRIBUTING.md said less than the Developer Certificate of Origin 1.1 requires: it read as if authorship alone were enough, and it left out that the contribution and the sign-off are kept publicly. It now names the right to submit the change and the public record. The rule applies to commits in pull requests from contributors. The linked DCO text stays binding.

Only CONTRIBUTING.md changes.

The short form now matches DCO 1.1: the right to submit the change, not only authorship, and the public record of the sign-off. The rule applies to commits in pull requests from contributors.
