Adds a default SECURITY.md. GitHub shows it for every BSStudio repository that has no policy of its own, and OpenSSF Scorecard's Security-Policy check accepts it. That check currently has open alerts in bss-web-file-api, bss-web-graphql-backend and robonaut-server.

Reports go through GitHub private vulnerability reporting. That is currently enabled only in bss-web-admin-backend. For the link to work in the other repositories, it has to be enabled there too: Settings → Code security → Private vulnerability reporting.

🤖 Generated with Claude Code

Repositories without their own SECURITY.md fall back to this one, which
also satisfies OpenSSF Scorecard's Security-Policy check.
