Advances azure-template to its next development version and adds partner-feed publishing to the shared release pipeline.
Changes:
- Bumps azure-template to
1.1.0-beta.1and adds its changelog section. - Adds partner-release parameters and source-reference handling.
- Routes partner releases separately from public tags, documentation, and vcpkg publishing.
