Implements codeybox.cue on ExternalToolAuditorBase: explicit local schema/input operands validated with 'cue vet -c' plus optional -d schema expression, pinned to cue 0.17.1 (exit/output conventions verified against the release binary and cue help vet). Silent exit 0 is a pass only after presence+nonempty input verification; missing files, unresolved imports, and undiagnosed failures are unavailable, never pass. Registry/URL/pattern operands, ambient injection, and flag-like extras are rejected; sandbox declares no network. Includes CueVetOutputParser, plugin README, solution/test wiring, and 45 local tests (incl. real-binary requires_cue cases).
