CI: Reduce artifact storage by reducing retention and uploading artifacts only on failure - #5565

And keep some nightly tracking related artifacts for 3 days This is to reduce the storage burden.
Some artifacts that are dependencies for other jobs are always kept. Note: this does NOT affect the console log viewable from Github actions web UI
