After an approval expired, Codex couldn't get past it: start_browser_checkout refused while the old checkout was still recorded as awaiting approval, and the expired status gave no next step, so it reported it couldn't place the order.

  • start_browser_checkout re-checks an open checkout's approval first; one that expired (or was decided) no longer blocks a new one.
  • An expired checkout's next now says: nothing was charged; if the owner still wants it, start again with the same steps and send them the new approval link, without asking first.

Tests: 291 pass, one new.

start_browser_checkout refused while the last checkout was still recorded as
awaiting approval, though its approval had expired; and an expired checkout told
the agent nothing about trying again, so it gave up. Starting now re-checks it,
and an expired checkout tells the agent to start again and send a new link.
