Subject: [PATCH] fix(ci): bump PDF build image to Ubuntu 26.04 LTS

actions/setup-python only ships Python builds for Ubuntu LTS releases,
so the PDF jobs fail on interim releases like 25.10. Move the image to
26.04 and make Dependabot skip interim Ubuntu releases.
